The meeting was called to order at 3:00pm with 34 members in attendance.

This report marks the end of my 8th year as President of SEAL. Like the previous 7 years the rewards come from developing friendships, the opportunity to meet many wonderful people in Seawood Estates and the greater community and contributing to the goal of maintaining Seawood Estates as one of the best communities to live.
Below is a recap of a few activities of the past year.
(1)During the 1st year and into 2013 a committee was formed and reported their results at last year’s meeting. (Chair, Gloria Gray, Greg Errgong-Weider, Grant Petersen, Edmond Richard, and Judy Rowell),
(2) 2013 the Board agreed to take over some of the maintenance responsibilities (not ownership) providing Seawood Estates Inc. was willing to meet and work out a written agreement. This didn’t get anywhere
(3) 2014 Using the Committee’s Report as the foundation I did quite a bit of research that included, National and International Organizations, Public and Private Road Safety Councils, Case studies of communities implementing Traffic Calming Devices, and vendor products to name a few. Findings In short, any program needs to be comprehensive and include a number of direct and indirect techniques. Comprehensive signage is one and it does help and goes beyond simply posting speed limits. However it is not the most effective. The most effective is placing impediments on/in the roads that will require autos to slow down (Traffic Calming Devices). Together they can do the job and
(4) Sometime after the Cavendish Resort Municipality Election Meeting this Monday at 8:15 North Rustico Lions Club we will meet with the Municipality and begin a dialog about the allocation of the Gas Tax Fund ($100,000/yr for 5yrs). Our understanding is that upgrading roads is an eligible category under the Gas Tax

Below is a recap of a few activities of the past year.
- Water—seems like we had a good year all around with our private water system. Special thanks to Russell Rogers and Elmer Newson for ensuring we have sufficient and safe drinking water.
- Cavendish Sewer Utility—we have been notified that an application to increase sewer rates has been filed with the Island Regulatory and Appeals Commission effective Jan. 1, 2014. None of the Board Members indicated that SEAL should question the request so we have not. From my individual perspective seems like the request is required in order to do necessary upgrades and maintenance to the system. I believe the last increase was 5 years ago.
- Cavendish Resort Municipality 5-yr Bylaw Review. Still in development. We have 1 change request in procedures asking for notification for any request requiring changes within Seawood Estates that affects landowners beyond the current 100 feet requirement be given to the SEAL Board of Directors. We have 1 major new addition to the bylaws to include definitions for all open and park (common areas) that were used by the Provincial Gov’t before Cavendish Resort Municipality became responsible for the bylaws in Seawood Estates.
- Right of Way Access to beach at Pickering Point. Another layer of chips was applied thanks to David Harper donating the chips from trees on his lot and to Darren Doiran for delivering the chips to the right of way.
- A big thank you to Spud Crozier who arranged, financed, and supervised the cleanup of years of growth along the ditch on Seawood Drive from Bayview Drive to Wygant Place.
- Roads. (a) On request I have a copy of the latest Income Statement provided by Seawood Estates Inc. and dated 12/1/12 to 11/30/13. Will email a copy to any member requesting a copy

- Matt Jelley and Edmond Richard, are SEAL members and full-time residents of Seawood Estates. Both have agreed to submit their name for a position on Resort Municipality Council. Matt for Chair of the Council and Edmond for 1 of the 6 Council Seats.
- Qualifications to vote: (a) Canadian citizen, (b) name on tax roll, (c) rent for 6 months and 1 day (both spouses can vote)

- Asphalt --- at the entrance of the community, did the Board oppose this?
- Board can discuss with Seawood Estates Inc. how our roads budget is being spent. SEAL will send letter to Seawood Estates Inc.– suggestion to do some grading before the asphalt goes down.
- Gas Tax rebate – are private roads covered?
- Yes they are, but complicated, the gas tax goes to the municipality

- Traffic calming measures (John Boyne)
- Ideas for traffic calming include;
- Speed bumps, speed humps (20 to 30 km/h)
- Speed humps are $ 800 each – would need $3-4000
- Would be only for summer, need to be taken down
- Flower boxes at main intersections
- Discussion followed
- Do we have the right to alter the roads? – would need approval from Seawood Estates Inc.
- New Hebrides has ropes, is there a cost estimate for ropes
- During safety committee meetings we discussed safety impediment approach vs. awareness approach – for the awareness approach do not need approval of Russell Rogers
- Signs should focus on safety first, dust second
- Would like to see various options with costs beside them…
- John put this question to the group; who is in favor to install physical traffic calming devices?

- Brenda – calling Fire department, 911 only goes to specific first responders based on triage – ie. May only send ambulance which could take time. Suggestion to always request Fire Department
